The second private discussion held on July 8, 1991 by participating composers of the Composer to Composer Festival held in Telluride, Colorado.

The recording begins in the middle of the discussion with Pamela Z talking about the difference between traditionalism and experimentalism and that they both have merits. The composers then move on to discuss the difference between cultural identity in music and personal artistic messages, the possible defining possibilities of 20th century music, and disparity in funding due to bias based on genre, race, and gender.

The composers then move on to discuss the differences between looking inward to create and looking outward and whether they owe something to their own culture or tradition or if they have the responsibility to look beyond their tradition. They also pose the question, does the duration of a tradition’s existence give it power?

They then discuss the problems with arts funding, whether the government should be responsible for funding the arts, the federal budget towards the arts, whether the American economic systems are just, the responsibility of the artists as cultural activist, and whether a composer should speak their politics or show them through their music.

The meeting ends with a call to action as to what the composers can or should do with the information they glean from conversations and panel discussions during the Composer to Composer festival.
